In 2003, PLE began collaborating with the University of Rochester (UR) to commercialize automatic video change detection algorithms into a useful advanced video toolkit product for use in physical security applications for the military. The result of this effort was an untested commercial Target Motion Cueing (TMC) algorithm. Later in 2005, PLE entered into an Analysis & Evaluation (A&E) contract with Air Force Research Labs Rome, New York (AFRL) and Hanscom Air Force Base Bedford, Massachusetts (Hanscom) to report TMC's performance in militarily relevant scenarios. Due to the success of the A&E contract the project was extended for another year to perform evaluation of software enhancements and additions that that occurred in 2005. These additions and enhancements are a result of continuing research at UR and efforts by PLE in the field of video surveillance and have resulted in the formal development of the Advanced Video Toolkit (AVT234©), available as a rack-mounted or quickly deployable kit.

    Corporate Capabilities Statement: PLE Government Systems (PLEGOV) is a leading developer of change detection software in the visible and IR spectrum for force protection. We currently conduct 40 percent of business with the DOD and associated prime contractors, including AFRL, HQ USAF/XOS-FX, and ESC/FDP. Prime contractor relationships currently exist with Lockheed Martin and Harris RF Communications. The majority of our staff has technical degrees in electrical engineering and computer science; PLE has established scientific relationships with University of Rochester's computer science department and RIT's imaging sciences department focusing on advanced computer vision technology. Skills in object-oriented software design and development, networking, information assurance, web-site development, and data base technology are being applied to develop: DOD standard Sensor Data Analysis Technologies that comply with Net-Centric Battle Space requirements.  PLE also has experience in development and test of Target Motion Cueing (TMC), detection theory, image processing, adaptive algorithms, and target tracking algorithms with a focus on reducing Nuisance /False Alarm Rates (NAR/FAR).
