Current force-on-force simulations and training measure the effectiveness of ISR primarily by volume of data acquired for strategic analysis. ISR effectiveness would be more accurately measured according to tactics, relevance, accuracy, completeness, availability, predictability and its impact on mission success in relation to location and time.

AVT234 enhances the joint forces capabilities for force protection and anti-terrorism by embedding unattended change detection and tracking algorithms at the end of the kill-chain to analyze video collected at the lowest echelons of command and provide local and remote data updates to the common operational panel.

The GWOT compresses the strategic, operational, and tactical levels of war. For example, a low-level tactical patrol somewhere in Al Anbar province can quickly achieve operational and strategic significance if it uncovers intelligence that key Al-Qaeda operatives are nearby. Based on time available to act, this same tactical unit might almost immediately be given access to joint capabilities that were once the province of operational commanders.
